Boracay's 4-kilometer White Beach is one of the most photographed beaches on earth — powdery sand finer than flour, water in every shade of blue. The 2018-19 government rehabilitation cleaned up the worst of the over-development, banned beach parties (mostly), and limited capacity. The result: a beach that's genuinely beautiful again.
